DVYSL Constitution

Article I. The name of this league is Delaware Valley Youth Sports League (DVYSL),  an

    affiliate of Babe Ruth League, Inc.

 

Article II. The purpose for which this league is organized is to develop and operate a

youth baseball/softball program in affiliation with Babe Ruth League, Inc., a New Jersey corporation in conformity with and pursuant to the principles, rules and

regulations enunciated by said Babe Ruth League, Inc. In conjunction with such

purposes, the objective of this league is that, through the medium of a

supervised, competitive baseball/softball program guided and governed by said

Babe Ruth League, Inc., this league will seek to implant in the youth of the

community ideals of good sportsmanship, honesty, loyalty, courage, and

reverence, so that they may be finer, stronger and happier youth who will grow

up to be good, clean, healthy adults.

 

Article III. DVYSL shall be affiliated with Babe Ruth League, Inc., a New Jersey

    corporation, and shall be governed by, and shall comply with, the principles,

    rules, and regulations enunciated and decreed by Babe Ruth League, Inc., a

    New Jersey corporation.

 

Article IV. The principle operations of this league shall be in and about the Borough of

    Milford, County of Pike, and Commonwealth of Pennsylvania, but may extend

    into such areas as provided for by the State, Region and National Headquarters

    rules and regulations.

  1. Per the rules set forth by the PA State Commissioner, any player or volunteer, coach, or board member is eligible to participate in DVYSL if an alternative Cal Ripken baseball league is not offered in that town or less than half the approximate distance in any direction. This is regardless of crossing town, county or state lines.

 

Article V. DVYSL shall have the following powers:

  1. To make and enforce rules and regulations to govern itself on a local basis, consistent with and not contrary to any rules and regulations promulgated by the Babe Ruth League, Inc.

  2. To solicit and collect funds for the operation of DVYSL.

  3. To enter into contractual agreements, mortgage or lease, purchase real estate or personal property as DVYSL may require.

 

Article VI. Requirements and Privileges for Membership

  1. Eligibility

    1. Volunteer Members - any persons sincerely interested in active participation to effect the objectives of DVYSL may participate as a volunteer and engage in such activities and accept such responsibilities as coach, manager, field maintenance volunteer, concession volunteer or in any other needed capacity.

    2. Player Members - Any player who meets the requirements of Cal Ripken regulations consistent with the Babe Ruth Charter is eligible to participate on a team in accordance with the procedures for team selection.

    3. Board Members - The management of DVYSL shall be vested in the Officers and Board Members. Volunteer members are eligible to be a member of the board with the approval of the Voting Members (as defined in Article X 1(d)).

  2. Suspension or Termination

    1. Rights and privileges of membership may be terminated by the resignation of the member. Also, members whose actions are deemed contrary to DVYSL objectives may be suspended or terminated. The suspension or termination of an active volunteer of DVYSL shall be determined by a predetermined Grievance Committee after a fair account of the accused incident has been provided by all parties involved. (See Article VII 1(b))

  3. The Voting Members shall have the right to:

    1. Approve and implement policies and procedures necessary to meet DVYSLThe League objective.

    2. Elect, approve, suspend and terminate officers of the Executive Board.

    3. Approve expenditures, enter into contractual agreements, mortgage or lease, purchase real estate or personal property, greater than $5,000.00 and that is necessary to meet DVYSL  objectives.

 

 Article VII. Board

  1. Duties and Powers - The management of DVYSL shall be vested in the Executive Board and Board Members. No member of the Executive Board, Board or any member of DVYSL or volunteer shall have absolute power over any one individual or group of individuals or decision as it pertains to the DVYSL.

    1. The Grievance Committee, which is comprised of the Executive Board and the relevant Division Head shall have the right to approve, suspend, and revoke membership.

    2. No purchases made by any member of DVYSL will be guaranteed payment by DVYSL unless approved by the majority of the Executive Board prior to the purchase, with receipt being required for reimbursement.

  2. Membership

    1. Any Volunteer Member interested in the management of DVYSL may be a Board Member with the approval of the Voting Members.

    2. Board members are expected to attend the regular monthly meetings. 

 

Article VIII. Officers

  1. The Voting Members, at the June monthly meeting, shall approve by majority vote the five officers of the Executive Board: President, Vice President of Baseball, Vice President of Softball, Secretary and Treasurer.

    1. The President shall:

      1. Conduct the affairs of DVYSL and execute the policies established by the Voting Members.

      2. Present a report of the condition of DVYSL at the monthly meeting.

      3. Communicate to the Voting Members such matters deemed appropriate, and make such suggestions to promote the welfare of DVYSL.

      4. Be responsible for the conduct of DVYSL in strict conformity to the policies, principles, rules and regulations of Babe Ruth League, Inc.

      5. Investigate complaints, irregularities, and conditions detrimental to DVYSL and report the findings first to the Executive Board and then to the Voting Members, if necessary.

      6. Lead efforts for public relations, sponsorships, fundraising, and events with the support of other members.

    2. The Vice President of Baseball shall:

      1. Coordinate with Baseball Division Heads.

      2. Oversee development of rosters and distribution of schedules.

      3. Responsible for scheduling and canceling umpires.

      4. Maintain a thorough knowledge of the rules of the division.

      5. Perform such duties as from time to time may be assigned by the Voting Members or the President.

    3. The Vice President of Softball shall:

      1. Coordinate with Softball Division Heads.

      2. Oversee development of rosters and distribution of schedules.

      3. Responsible for scheduling and canceling umpires.

      4. Maintain a thorough knowledge of the rules of the division.

      5. Perform such duties as from time to time may be assigned by the Voting Members or the President.

    4. The Secretary shall:

      1. Perform the duties of the President in the absence, disability, or removal of the President. When acting so, the Secretary shall have all the powers of the President.

      2. Be responsible for recording the activities of DVYSL and maintain appropriate files and necessary records.

      3. Keep the minutes of the monthly board meetings and maintain an appropriate file of them.

      4. Act as keeper of DVYSL documents.

      5. Upload the minutes for public viewing within one week following the monthly board meeting.

    5. The Treasurer shall:

      1. Receive all monies and securities and deposit in a bank approved by the Executive Board.

      2. Keep records for the receipt and disbursements of all monies.

      3. Be responsible for the payment of bills and debts of DVYSL with the approval of the Voting Members.

      4. Provide a financial statement the day of the monthly board meeting and present a treasury report at each monthly board meeting and/or request by the Executive Board in the interim.

    6. Executive Board Members will serve for a term of 2 years.

    7. If the President resigns, the outgoing President will appoint a replacement from among the members of the Executive Board. 

 

Article IX. Board Members.

  1. The following roles are established to effect the efficient operation of DVYSL. The Voting Members should call upon and approve volunteer members to assist in the completion of the tasks necessary for the efficient operation of the committee.

    1. Buildings & Grounds

      1. There will be one for each field complex - Milford Ball Field and Airport Park.

      2. Shall be responsible for ensuring necessary supplies for field maintenance are on hand, fields are maintained, equipment & facilities are organized, and that an accurate inventory of equipment is maintained.

    2. Concession Coordinator shall be responsible for:

      1. Creating a concessions committee to oversee operations of the concessations stand including inventory, logging, organizing and selling all concession items, as well as coordinating volunteers to man the stand during all games played at MBF (Milford Ball Field).

      2. Submitting orders to the Executive Board to approve for payment. 

    3. All-star/Travel Coordinator shall be responsible for organizing tryouts and practices, registering all teams for leagues/tournaments and communicating all important information with the head coaches for all travel and all-star teams within DVYSL.

    4. Baseball Division Head 1 shall:

      1.  Work in conjunction with VP for Baseball to organize the draft and practice schedule for all major and minor division teams. 

      2. Communicate all important league information with the coaches.

      3. Distribute equipment at the beginning of the season, organize equipment return at the end of the season, and inventory equipment upon return to notify the Executive Board of anything in need of replacement.

      4. Work to resolve conflicts within their divisions.

      5. Know and review rules for their divisions.

    5. Baseball Division Head 2 shall:

      1. ork in conjunction with VP for Baseball to organize the practice schedule for all rookie and t-ball division teams. 

      2. Communicate all important league information with the coaches.

      3. Distribute equipment at the beginning of the season, organize equipment return at the end of the season, and inventory equipment upon return to notify the Executive Board of anything in need of replacement.

      4. Work to resolve conflicts within their divisions.

      5. Know and review rules for their divisions.

    6. Softball Division Head 1 shall:

      1.  Work in conjunction with VP for Softball organize the draft and practice schedule for all major division teams. 

      2. Communicate all important league information with the coaches.

      3. Distribute equipment at the beginning of the season, organize equipment return at the end of the season, and inventory equipment upon return to notify the Executive Board of anything in need of replacement.

      4. Work to resolve conflicts within their division.

      5. Know and review rules for their divisions.

    7. Softball Commissioner 2 shall:

      1.  Work in conjunction with VP for Softball organize the practice schedule for all minor division teams. 

      2. Communicate all important league information with the coaches.

      3. Distribute equipment at the beginning of the season, organize equipment return at the end of the season, and inventory equipment upon return to notify the Executive Board of anything in need of replacement.

      4. Work to resolve conflicts within their divisions.

      5. Know and review rules for their divisions.

  2. Board Members will serve for a term of 1 year.

  3. Any Board position that is unfilled after the June Annual Meeting will be appointed by the President. 

 

Article X. Meetings

  1. Regular Board Meetings will be held monthly at a day, time and location approved by the Executive Board.

    1. The purpose of the regular monthly meeting is to conduct regular League business, establish policies, approve expenditures and all other business that may come before the Board.

    2. DVYSL President shall preside over the meeting.

    3. The regular meeting is open to the volunteer members, parents, players, and public who are welcome to address the Executive Board, make presentations and comment.

    4. Voting privileges can be obtained by any volunteer of DVYSL outside of the Executive Board and Board ONLY if that volunteer member is in good standing and has been present at 3 of the last 4  meetings, including the current meeting. Only Executive Board members can be excused from meetings.

    5. Only Voting members attending the meeting may make motions and vote at the regular board meetings. A member in good standing that is absent may submit an absentee vote in writing for a scheduled vote via email to the secretary - as listed on the website - prior to the scheduled start time of the meeting.

  2. Special meetings may be called by the Executive Board at their sole discretion to consider a specific subject. No business other than the subject specified in the notice of the meeting shall be transacted at any Special Meeting.

  3. The Annual Meeting of the Board shall be held in June of each year for the purpose of electing officers, receiving reports, committee assignments and accepting new Board members.

  4. The attendance of at least 50% of the Board at large shall constitute a quorum. No official meeting, business or votes shall be taken unless a quorum is present for any stated meeting.

 

Article XI. Coaches

  1. All Coaches must comply with Cal Ripken/Babe Ruth guidelines for coaches regarding background checks. 

  2. All Coaches must complete coaches’ training course. 

  3. Coaches may choose a first assistant when they begin as head coach of a team. If the first assistant chooses not to continue to coach in future seasons, the head coach must choose a new first assistant from the parent volunteers already on his or her team and may not recruit a new first assistant from another team or from a new player’s parent who is entering the division. 

 

Article XII. This Constitution may be amended, repealed or altered in whole or in part by a ⅔ majority vote at any regular meeting provided the proposed change was announced in writing prior to the meeting in which the vote was taken.
